TCab Tech and CSS Formally Sign Business Cooperation Agreement
SHANGHAI, March 19, 2026 — TCab Tech, a pioneer in the low-altitude economy, and China Simulation Sciences (CSS), a leader in aviation simulation training equipment, officially held a ceremony today in Shanghai to sign a deepening strategic cooperation and business contract.
This agreement marks a significant milestone following the strategic consensus reached by both parties at the 8th China International Import Expo (CIIE) in November 2025. It signals that the partnership in the eVTOL (electric Vertical Take-off and Landing) sector is transitioning from a framework agreement to full-scale commercial implementation.

The ceremony was attended by Yongwei Huang, Founder and CEO of TCab Tech, and Guangping Ji, Chairman of CSS, who signed the agreement on behalf of their respective companies. Distinguished guests including Junjin Wang, Chairman of Juneyao Group, and Guoping Yang, Chairman of Dazhong Transportation Group, witnessed the signing. Their presence underscores the high priority Shanghai’s leading private enterprises are placing on the burgeoning low-altitude economy.
Chairman Junjin Wang stated that Juneyao Group will continue to leverage its deep expertise in civil aviation operations and financial services to support the synergy between CSS and TCab Tech. This cross-industry alliance aims not only to break technological barriers but also to build a low-altitude flight safety system that meets the highest international standards, driving the industry toward large-scale commercialization.
As the "Low-Altitude Economy" was identified as an "Emerging Pillar Industry" in the 2026 Government Work Report, Chairman Guoping Yang emphasized the importance of local legislation and infrastructure. He noted that Dazhong Transportation is actively diversifying its presence in the low-altitude sector to bolster Shanghai's industrial leadership.
Technological Synergy: Tilt-Rotor Innovation Meets Advanced Simulation
The rapid progression from the "strategic handshake" at CIIE to today’s business implementation is driven by the deep technological alignment between the two firms.
TCab Tech is the first Chinese enterprise to develop a tilt-rotor eVTOL. Its self-developed E20 eVTOL features a 5-passenger capacity and a top speed of 320 km/h. By filling a critical technological gap in China's tilt-rotor sector, the E20 offers superior cruise efficiency, safety, and cost-effectiveness for low-altitude tourism and intercity mobility.

CSS (China Simulation Sciences), a domestic leader in aviation simulation, leverages its experience in developing Level D Full Flight Simulators for large civil aircraft. CSS has successfully developed high-performance, cost-efficient eVTOL simulators, providing the core support systems required for pilot training and airworthiness certification.
Prior to this milestone, CSS had already completed the development and delivery of high-performance eVTOL simulators, establishing deep technical partnerships with several industry leaders, including XPENG AEROHT and AutoFlight. This latest contract with TCab Tech further demonstrates CSS’s full-stack capabilities in supporting airworthiness certification and developing professional-grade pilot training equipment.
